It is my opinion that "The Empty Child/The Doctor Dances" is the best of the first season episodes. Yes, it's amazingly creepy, but some of the best Doctor Who over the years has been.

Interestinly, the best episode of the new season to date was this past weekends "The Girl In The Mirror", which was also written by Stephan Moffat.
